Detection and Prevention System of Fake Academic Diploma and Transcript for Higher Education in Indonesia using Blockchain


According to data from the Directorate General of Higher Education Belmawa Dikti in 2019, cases of forgery of diplomas are still rife in Indonesia. The case of fake diplomas is increasing in reports, especially during the general election momentum such as for the election of legislators and regional leaders. The same information was also obtained from the Ombudsman of the Republic of Indonesia. As an effort to prevent and reduce diploma counterfeiting, the Directorate General of Higher Education has launched the National Diploma Numbering (PIN) program to prevent diploma fraud and provide an Electronic Diploma Verification System (SIVIL). Nevertheless, the system still raises vulnerability to massive hacking because of its centralistic nature.

This study aims to improve the system of detecting and preventing fake diplomas whose processing and storage of data is still centralized and prone to hacking that can cause data loss and change on a large scale. The system to be built is based on the Blockchain and Smart Contract technology with the support of cryptographic methods that enable the application of e-diplomas and e-transcripts as well as the provision of a verification system that can be easily and safely used by interested parties.

The research phase begins with the creation of network infrastructure to support Blockchain services and design models and the implementation of security systems and verification of diploma and transcript digital documents. In the second year, a limited scale system was developed in the Telkom University campus environment. At this stage, field data will be collected in collaboration with diploma document makers and transcripts within the Telkom University campus environment. Next, evaluate the testing data for diploma digital document security systems and Blockchain-based transcripts in order to produce a system that is ready to use widely and is more reliable. In the third year, the integration of the Blockchain-based document security and verification system was produced so that it was feasible to be implemented in real conditions on the ground.

This technology is expected to provide new breakthroughs to provide a high level of security to detect and prevent the forgery of diplomas and transcripts. Furthermore, this system is expected to be the forerunner in the integration of data security between universities and the Ministry of Education in the form of diploma document security centers and Blockchain-based transcripts. This system can also be applied to other fields that require integration of data security between Institutions for other important documents besides diplomas and transcripts such as health documents, correspondence between institutions, or legal documents.
